I think it's quite simple to understand. Dahlia births Alessa normally by biological means, she only intends to raise her to follow her footsteps as a spiritual medium--SH:C.
I extremly doubt Kaufmann is the father because Dahlia only met him after she burned Alessa at age 7. Their alliance was centered around "false autospy reports, drugs, and magic"--SH:C. We can keep speculating who the father is but their is no true answer [unless SH0 proves this.]
Of course though, you guys can still make your theories, I can't stop you, which I like reading reguardless if they've been proven wrong or not.
