The red light goes pretty fast on the harder difficulties (I can't remember the degrees of difficulty, it has been a bit since I last played it.)
I know the one right before the hardest I spent around an hour running from that thing. You have to get the corners just right with no slowdown to beat it. This is why I never finished the overall hardest version. I don't see anyway to outrun it.
